Local grocers testified Thursday about what they called widespread abuse of the government program that provides food assistance to the needy, including ACCESS card holders buying lobster in bulk and trying to persuade checkout workers to allow banned purchases of cigarettes and alcohol.

In other news, a state agency has put a hold on a 16.4 percent rate hike for customers of Pennsylvania American Water and Wilkes-Barre Area property owners face a tax increase.
